Rashtriya Vayoshri Yojana: A Scheme for the Goodwill of Senior Citizens of India

Most people live well past their 60s. There are about 104 million people over 60 years old in India alone. It is thought that by 2026, this number will rise to 173 million.

“70% of the older people in India come from rural areas.”

Most old people don’t get the care they need. About 5.2% of old people are sick.

Because of this, the Indian government came up with a plan. On April 1, 2017, it came into being. “RASHTRIYA VAYOSHRI YOJANA” was the name of this plan.

RASHTRIYA VAYOSHRI YOJANA

Introduction

The RVY was made with two goals in mind:

  • Offer assisted devices
  • Provide aids physically

Please note that only older people in the BPL category will be helped. You can choose this scheme if you have a disability or health problems that come with getting older.

The Ministry of Social Justice and Empowerment is in charge of the plan. ALIMCO will carry out the plan. Since 1976, ALIMCO has been a public centre that helps people with disabilities.

Salient Features of the Scheme

  • The devices will be given to the people who need them for free.
  • Aids and devices that help people live independently will be taken care of for a year as part of the plan. Maintenance won’t cost anything.
  • Each district’s winners will be picked by the state governments. It will be run by a separate committee, which will be led by a Deputy Commissioner or District Collector.
  • In each district, women will make up at least 30% of the recipients.
  • The information about BPL recipients can be used by the District Level Committee or the State Government. The information will be about people who get Old Age Pension from any State/UT scheme or the NSAP. Please note that the details are for figuring out who the BPL senior citizens are.

Eligible Criteria

These are the kinds of people who can join the programme:

  • Senior Citizen means that a person is at least 60 years old.
  • A pension or other income of less than Rs.15,000 per month.
  • Fits into the BPL group
  • Have a sickness or problem that comes with getting older

Districts Covered Under the Scheme

326 districts will use the scheme in 2019–20. All of UT’s and State’s authorities were in charge of the districts.

Registration Process

Here are the steps you need to take to sign up for something online:

  • Go to the official website for ALIMCO.
  • Click on “registration of beneficiaries.”
  • Tap “Online registration on ADIP MIS portal.”

Please keep in mind that you can sign up yourself using the ALIMCO Mitra app on your phone. This app is available on Google Play Store.

  • Fill out all the information needed to sign up.
  • Upload a photo, a certificate of illness, and a certificate of income.
  • Type in the code. Read the “Terms and Conditions” section. You must agree with what is written.
  • Then, click the “Continue” button.

Documents Required For Registration

Here are the things that need to be shown as proof:

  • Proof of Identity (any one of them)
  • Aadhaar
  • Passport
  • Driving License
  • Voter ID
  • Certificate from the Medical Officer (related to the ailment)
  • Hearing impairment
  • Locomotor ailment
  • Loss of vision
  • Loss of teeth
  • Proof of BPL status (any one of them)
  • BPL ration card
  • Receiving of Old Age Pension
  • Certificate of eligibility from the district government
  • Any other UT/State Government pension plan for people over 60

Devices Supported Under this Scheme

The programme helps pay for aids and devices that make life easier. It is for seniors who qualify. Here’s what these things are:

  • Hearing Aids
  • Walking sticks
  • Spectacles
  • Elbow crutches
  • Wheelchair
  • Quad pods / Tripods
  • Artificial Dentures
  • Crutches / Walkers

Application of the Scheme

Planned for the scheme for senior citizens in the BPL category was a three-step plan. The three-tiered structure has:

1. Ministry of Social Justice & Empowerment

The Ministry is the point of contact for RVY. It keeps an eye on how the plan is used. It gives money and sets rules for how things should be done. ALIMCO tells each device how to work technically.

2. Application Committee at the District level

The person who gets the scheme is chosen by a committee at the district level. As was already said, this committee will be run by the Deputy Collector/Commissioner of the district. He or she will work with the District Social Welfare Officer and the District Chief Medical Officer (CMO).

3. UT/State Nodal Department

The nodal department for the RVY scheme is the Social Welfare Department in each UT/state. The Indian government can change how the districts are divided whenever it needs to.

Up until January 25, 2019, about 36870 senior citizens across the country were helped by the scheme. As of now, the devices are spread out all over the camp. The devices are sent to the homes of people who are over 80 years old.
