One of the most important parts of production is the land. Some businesses need land more than anything else. For example, a developer of real estate uses it to make goods. But companies that work with technology depend less on land. Because of this, it becomes a less important part of production.
All over India, there aren’t enough areas that are just for Abadis. It has made land disputes happen more often. The GOVERNMENT OF INDIA found a way to change things. They started a project they called “SVAMITVA Scheme.”

About Svamitva Scheme
Survey of Villages Abadi and Mapping with Improvised Technology in Village Areas (SWAMITVA) is an acronym for these two things. It is a project of the Ministry of Panchayati Raj’s Central Sector.
Shri Narendra Modi (PM) started the programme all over the country on April 24, 2021. Its goal is to give people in rural areas the right to register their homes. This will help them make money off of their property.
There are three ways to set up clear property ownership in rural areas where people live. Here’s what they are:
- Using drones to map out pieces of land
- Giving “Record-of-Rights” to people who own homes and giving property cards to people who own land.
The SVAMITVA plan looks at many things. Making rural India “Atma Nirbhar” is one of the most important things to do.
The Government released the eGram Swaraj mobile app on April 24, 2020. It is a place where both the people and the government can look at the data. The information is about the needs of Panchayat in the country for monitoring, planning, and accounting. The app and the portal show the scheme’s activities and how they are going.
What was the need for the scheme?
More than half of India’s people live in the countryside. These people don’t have any proof that they own their homes. Villages have kept records of farming land since the time of the British, but there are no records of houses. As a result, many houses don’t have papers that prove they belong to them. The SVAMITVA plan was made to deal with this problem.
Objective of the Scheme
The goal of the plan is to:
- Lessen property-related lawsuits and arguments in court.
- Make sure to keep accurate records of land for rural planning.
- Use GIS maps to help make the GPDP planning process better.
- Making GIS maps and a framework for a survey.
- Make sure people in rural areas can afford to live.
- Find out how much property tax the Gram Panchayats will get.

What is the SVAMITVA card?
The SVAMITVA card is a property card, according to the plan. It will be given to every person who owns land. The card will help them prove to the banks that they are who they say they are. This help will go to the people who own land and want to use it in the future.
Coverage
The plan will help people in almost 6.62 million villages across the country. Aside from this, the whole scheme is likely to take more than 5 years to finish.
Pilot Phase
In 2020-21, the pilot phase was put into action in six states, which included about a million villages. These places were-
- Uttarakhand
- Madhya Pradesh
- Karnataka
- Uttar Pradesh
- Haryana, and
- Maharashtra
The CORS network is going to be set up in Rajasthan and Punjab.
In Phase II of the plan, you decide on the process and the scope. It’s for the “states” that have done the Abadi survey. The decision will be made after the states and the Survey of India have talked about it.
Scaling up phase
During this phase, about 6.62 million villages across the country will be covered. It also includes putting together a large CORS network.
Expected Outcome
As a result of the plan, the property and income registers would be updated with a “record-of-rights.” It would also include giving property cards to the people who own the property. This would make it possible for rural residential assets to be used as credit. This would also make it possible to be sure about the property tax.
