A higher management bureaucrat said that the GST (Goods and Services Tax) Council’s regulation committee looked into the matter after an AAR (Authority for Advance Rulings) order said that these services were not exports and could legally be taxed. According to the decision, the administrator said that the new circular would make it hard to tell if the entity was an exporter or an intermediary of services.

Also, it would make it easy for tax administrators to spot outsourcing companies that do exports and aren’t legally required to pay GST through clear examples (Goods and Services Tax).

Challenges faced by BPO Services Industry

The tax has become a major problem for the country’s more than 500 global in-home delivery centres, which employ more than 350,000 people. A tax of 18 percent on these services changes how much the home-back-workplace model costs as a whole. It is expected that the GST will say that no service can be a generic go-between service.

The issue of go-between has been affecting the export incentive for the ITeS or IT sector that is based on GST. Bipin, a partner at EY, said that this sector needs an appropriate clarifying or lawmaking change to give it the much-needed boost.
